Sarah Benatar is a senior fellow in the Health Policy Division at the Urban Institute. Her work is focused on understanding how policies and practice affect health outcomes, access to care, and enrollment in programs. Benatar has led and contributed to several large evaluations, including the statewide evaluation of California’s Guaranteed Income Pilot Program, the Reproductive Healthcare Access and Experience study, the Center for Medicare and Medicaid Innovation’s Strong Start for Mothers and Newborns Evaluation, and an evaluation of several early childhood home visiting initiatives. She has expertise designing and executing qualitative data collection and is a skilled interviewer and focus group moderator. She has also developed and supported several large participant-level surveys. In 2018, Benatar was awarded a Robert Wood Johnson Foundation Interdisciplinary Research Leadership fellowship. She received a bachelor’s degree from Wesleyan University and a doctoral degree in public policy from the George Washington University.
