Research Analyst
Housing and Communities Division Fair Housing, Land Use, and Transportation

Gabe Samuels is a research analyst in the Housing and Communities Division at the Urban Institute. His research focuses on the intersections of transportation planning, land use and zoning, affordable housing, and environmental justice. He has helped lead Urban’s Infrastructure Equity team since 2023. He has also supported Urban’s grantmaking and technical assistance to local nonprofit organizations through the Local Data for Equitable Communities grant program.

Before joining Urban, Samuels worked with the ACLU of Georgia, conducting research on inmate safety in Georgia jails and policy responses to critical race theory across the country. He earned his bachelor’s degree from Emory University, where he served as a Community Building and Social Change Fellow and worked with communities in Atlanta’s Buford Highway corridor to develop a baseline affordable housing count. He is pursuing a master’s degree in urban planning at Hunter College.
