In an op-ed for The New York Times, Jim Parrott, a nonresident fellow at the Urban Institute, and coauthor Jared Bernstein write that the 21st Century ROAD to Housing Act has great promise when it comes to addressing the nation’s affordable housing shortage. But, they note, barriers such as limited staff and resources at the US Department of Housing and Urban Development mean “the dedicated civil servants left at HUD should focus on the parts of the law that have the best chance of generating new housing.” Parrott and Bernstein add that if staff at HUD and other agencies “choose their battles wisely, they can indeed begin to build toward a future with more affordable housing.”
