Owen Noble is a research analyst in the Metropolitan Housing and Communities Policy Center at the Urban Institute. Their research covers how rental property ownership trends affect tenant and community outcomes, inclusive LGBTQ+ data collection, and issues at the intersection of housing affordability and stability, zoning and land use, and transportation justice. Before joining Urban, Noble worked at the Center for Urban and Regional Affairs, mapping the landscape of landlords in North Minneapolis.

Noble graduated from Macalester College with a BA in geography, a minor in data science, and a concentration in urban studies. They studied public transit use and perception by transgender and gender nonconforming riders.
